构型基线是构型管理和构型标识的一项重要活动,是民用飞机全生命周期中设计、制造、试验、采购、维护等各项工作的共同基础。对于特定项目来说,构型基线的建立是一个双刃剑,若基线设置的过多,会产生很多不必要的管理工作,进而延长项目周期,增加管理成本;而若基线设置的过少,则会产生管理的空窗,带来管理混乱状态失控的风险,此时往往需要花费更多的时间和费用。本文从基线建立的主要目的出发,研究了国内外标准中对基线建立的要求,分析了某些典型的实践经验,从理论结合实践提出了民用飞机构型基线规划和建立时应考虑的因素和条件。
Configuration Baseline is an important activity in configuration management and configuration identification. It is the common basis for all aspects of the design, manufacture, testing, procurement and maintenance of civil aircraft throughout its life cycle. For a particular project, the establishment of the configuration baseline is a double-edged sword. If the baseline is set too much, it will generate a lot of unnecessary management work, which will prolong the project cycle and increase the management cost. If the baseline is too small, There will be empty windows for management, risking out of control chaos, often requiring more time and money. Based on the main purpose of baseline establishment, this paper studies the requirements for baseline establishment in domestic and international standards, analyzes some typical practical experiences, and puts forward the factors that should be considered in the planning and establishment of civil aircraft configuration baseline from theory and practice condition.
