改革开放以来,伴随着国民经济的健康持续快速发展,我国的公路建设突飞猛进。为了满足公路建设的巨额资金需求,弥补财政资金的不足,公路建设资金由过去的政府投资为主转向多元化市场融资。市场融资的引入使得公路主体呈现多元化,从我国公路实践来看,主要有公路使用者、政府或政府部门、银行、公路经营公司等。只有保证公路主体的共赢,公路建设才能持续健康发展,才能提高公路资金的使用效率。因此,如何建立公路融资中的共赢体系,是公路投融资体系发展中的关键问题。然而在目前的体系中,诸多问题一直困扰着公路投融资市场的发展。
