几年前,浙江宁波市一位适龄青年因怕到部队后受苦受累,谎称自己曾杀过人、吸过毒,扬言“宁坐4年牢,不当3年兵”。这就是该市90年初期曾一度出现“征兵难”的一个典型事例。近两年,宁波市在圆满完成征兵任务的基础上,还出现了可喜的“三高”现象,即:独生子女比例高,志愿到艰苦地区服役人数比例高和高学历入伍人员比例高。那么—— A few years ago, a young man of his age in Ningbo City, Zhejiang Province, was afraid of being in power and suffering because of his affair. He lied to saying that he had killed anyone, took poison and threatened to “sit in prison for four years rather than three years.” This is a typical case of “conscription difficulty” once appearing at the beginning of 1990 in the city. In the past two years, on the basis of the successful completion of the conscription mission, Ningbo City has also witnessed the gratifying “three highs” phenomenon: high proportion of only children, high proportion of those volunteering to work in hard areas and high proportion of enrolled in higher education.
