作者认为放权让利的改革方式在企业体制改革过程中将难以有实质性突破,要实现国营企业改革目标,必须建立新的企业产权制度。作者在分析了目前实现企业改革目标的障碍的同时,提出了实现国营企业改革目标的现实途径:实现国家的行政管理权和所有权分开,政俚职责分明;建立起企业自负盈亏的经济基础。作者在最后还提出了建立新的国营企业产权制度应注意的问题。
The author thinks that it is difficult for the way of reform of delegating power and giving benefits to substantive breakthrough in the process of enterprise system reform. To achieve the goal of state-owned enterprise reform, we must establish a new system of enterprise property rights. At the same time, the author puts forward realistic ways to achieve the goal of state-owned enterprises reform by separating the obstacles of achieving the goals of enterprise reform: to realize the separation of state administration power and ownership; to clarify the responsibilities of political slaves; and to establish the economic basis of self-financing. Finally, the author also puts forward some problems that should be paid attention to in establishing the new property right system of state-owned enterprises.
