北美自由贸易区虽仅包含美、加、墨三国,且它们形成高度不对称的相互依赖合作结构,但决定其性质的因素却主要取决于美墨关系。美墨两国在经济、政治、安全及作为一种国际制度建构的尝试等方面的利益诉求,决定了它的多维度历史特征。美国虽在其中居于主导地位,但墨西哥通过该机制抑制了其单边主义行为,维护了自身利益。这对今天的南北合作具有一定借鉴意义。
Although the North American Free Trade Area contains only the United States, Canada and Mexico, and they form a highly asymmetric and interdependent cooperation structure, the factors that determine their nature depend mainly on the U.S.-Mexico relations. The interest demands of the United States and Mexico in their economic, political, security and attempt as a construct of the international system have determined their multi-dimensional historical features. Although the United States occupies the leading position in the United States, Mexico has suppressed its unilateral acts and maintained its own interests through this mechanism. This is of some reference to today’s North-South cooperation.
