经济欠发达地区编制村镇规划存在的共同困难是经费少和技术人员缺乏,而村镇规划工作的特点是量大面广且分散。明光市总面积为2335平方公里,其中村镇面积2252.2平方公里,占全市总面积的96.45％;小城镇面积22.41平方公里,占村镇面积的1％;村庄面积70.45平方公里,占村镇面积的3.13％。我市辖33个小城镇、347个行政村、2423个自然村庄。市建委村镇处从1993年至1997年编制了92个村庄建设规划,
The common difficulty in the preparation of village and township plans in economically underdeveloped areas is the lack of funds and lack of technical personnel, and the characteristics of village and town planning work are large and scattered.
