大地震往往对震区的社会财富带来巨大的破坏,在灾后重建中,我们应该加强金融支持与财政政策的协调配合,合理地调动信贷资金投入到灾区。以利润最大化和风险最小化为经营目标的银行是按照市场化的原则对贷款项目进行审查和借贷的,政府应该充分发挥财政资金的导向和撬动作用,通过财政担保、贴息贷款、税收减免等方式引导金融机构加大灾区的信贷投放。灾后恢复重建工作是一项庞大的系统工程,涉及群众生活安置、社会稳定、基础设施建设、生产恢复、发展经济、保护自然环境等多项内容,必须坚持科学发展的思想。本文通过考察鲁甸“8.03”地震恢复重建中金融和财政政策,分析其在支持灾后恢复重建中取得的效果,存在的问题,提出构建金融支持灾区可持续发展长效机制、增加恢复重建融资渠道和密切关注援建金融机构经营状况等对策建议。
In the post-disaster reconstruction, we should strengthen coordination and cooperation between financial support and fiscal policy, and properly mobilize credit funds to invest in the disaster-stricken areas. The post-disaster restoration and reconstruction work is a huge systematic project involving many aspects of people’s living arrangements, social stability, infrastructure construction, production restoration, economic development and the protection of the natural environment. We must uphold the idea of scientific development. In this paper, by examining the financial and fiscal policies in the earthquake restoration and reconstruction of Ludian “8.03” earthquake and analyzing its effects and problems in supporting post-disaster recovery and reconstruction, it is proposed that building a long-term mechanism of financial support for sustainable development in disaster areas and increasing restoration and reconstruction Financing channels and pay close attention to the construction of financial institutions and other countermeasures and suggestions.
