晋察冀根据地的土地政策在1940年的群众运动高潮之后,开始趋向缓和。平山作为晋察冀根据地的核心区域,也改变了此前激烈的阶级斗争方式,开始注重以司法方式来解决土地问题。在1941～1943年间平山县由于村级调解制度无法良好运作,土地纠纷案件多由县级政府解决,造成了县级政府难以负荷的恶果。在发现“平山土地问题”之后,平山县转变为用受控制的阶级斗争的方式来解决土地问题。
After the mass movement of 1940, the land policy of the Jin-Cha-Ji base area began to ease. Pingshan, as the core area of the Jin-Cha-Ji base area, also changed the previous fierce class struggle and started to pay attention to solving the land issue by judicial means. During the period from 1941 to 1943, due to the inability of the village mediation system in Pingshan County to operate well, many cases of land disputes were settled by the county governments, resulting in the unmanageable burden of the county governments. After discovering “Pingshan Land Problem,” Pingshan County turned to solving the land issue in a controlled class struggle.
