刑讯逼供已成为困扰公安机关的一大顽症 ,防范和治理刑讯逼供问题是公安队伍建设的一项长期而艰巨的任务。公安民警特权思想严重、办案中急功近利、规章制度不落实、破案装备落后、查禁力度不够等是刑讯逼供屡禁不止的主要原因。为防范和制止刑讯逼供现象 ,必须坚持“五手抓” ,即抓教育、抓培训、抓制度、抓查处、抓领导 Extorting a confession by torture has become a major chronic problem plaguing public security organs.
