为了充分有效地调动经济领域行为者的积极性,激发行为者的创造性,发展社会生产力,最有效办法是通过对行为结果的有效管理,而不是对行为本身的管理。实践证明,许多管理者,特别是高级管理者,他们不可能就行为对行为者实行全面而有效的管理,因而也就难以对行为者的积极性与创造性实施正面影响。只有让行为者明确地认识到他的行为结果对他将产生怎样的影响,他才能对自己的行为负责。对行为结果的管理,一般宏观上采用网络式,微观上采用阶梯式的效果较为理想。实施行为结果管理的有效保证,是广泛而健全的制约机制。股份制是对我国现阶段的经济领域实施行为结果管理的有效途径之一。然而在我国实行股份制,只能根据我国特有的经济现状,拿出与之相适应的股份制模式。
In order to fully and effectively mobilize the enthusiasm of actors in the economic field, inspire the creativity of actors, and develop social productivity, the most effective way is through effective management of behavioral outcomes rather than the management of the behavior itself. Practice has proved that many managers, especially senior managers, are unlikely to implement comprehensive and effective management of the actors on the basis of their actions, and thus it is difficult to positively influence the activists’ enthusiasm and creativity. Only by allowing the actor to clearly understand the impact of his behavior on him will he be responsible for his actions. The management of behavioral results generally adopts a network type macroscopically, and the use of a stepwise effect on a microscopic level is ideal. The effective guarantee of the implementation of behavioral results management is a wide and sound control mechanism. Joint-stock system is one of the effective ways to implement behavioral results management in the current economic field in China. However, in China, the joint-stock system can only be adopted in accordance with China’s unique economic conditions and adopt a joint-stock system that is suitable for it.
