最近,本刊记者就在邮电行业实行技师、业务师聘任制的有关政策问题,采访了邮电部劳动工资局副局长张晨光同志,回答如下: 问:为什么要在邮电行业实行技师、业务师聘任制? 答:实行技师、业务师聘任制,是劳动人事制度的一项改革,是在高级技术业务工人中实行技术职务的一项重要政策。按照国务院批准,原劳动人事部发布的《关于实行技师聘任制的暂行规定》,邮电部、劳动人事部发出通知,在邮电行业实行技师、业务师聘任制。实行这项制度对鼓励邮电工人钻研技术业务,提高技术业务素质,稳定工人队伍,发挥高级技术业务工人的作用,发展邮电通信事业必将起到重要作用。

A: The implementation of the appointment system for technicians and business professionals is a reform of the labor and personnel system. It is an important policy to implement technical positions in senior technical workers. In accordance with the “Interim Provisions on the Engagement of Technician” issued by the former Ministry of Labor and Human Services, the Ministry of Posts and Telecommunications and the Ministry of Labor and Human Resources have issued a circular in accordance with the approval of the State Council and the appointment system for technicians and business practitioners in the post and telecommunications industry. The implementation of this system will surely play an important role in encouraging postmen and telecommunications workers to study the technology business, improve the quality of technical operations, stabilize the workforce, and give full play to the role of senior technical workers in developing postal and telecommunications businesses.
