明清至民国,阳武河流域以水为中心上演了一幕幕历史活剧,建构着水利社会的村际关系。各村之间通过共同投资、投工兴修水利设施。为了实现水资源的合理配置,明定水程、按时分水,公选渠长,采取惩罚措施,成立水利公司。但由于没有协调好各方利益主体的关系,水利纷争不断,甚至导致械斗和诉讼,此时民间调节与官方审判是消解纠纷的主要手段。水资源的稀缺性、公共性与恒定性导致村际之间既相互合作又存在纠纷。
From the Ming and Qing Dynasties to the Republic of China, the Yangwu River Basin staged scenes of historical live events centered on water and constructed the inter-village relations of water conservancy society. Through joint investment among villages, they are engaged in the construction of water conservancy facilities. In order to achieve the rational allocation of water resources, clear waterways, water diversion on time, the public election canal, take punitive measures to set up water conservancy companies. However, due to the lack of coordination between various stakeholders, disputes over water conservancy continued and even led to arduous struggle and litigation. At this time, non-governmental adjustment and official trial were the main means of resolving disputes. The scarcity of water resources, publicity and constancy have led to inter-village cooperation and dispute.
