2006年卫生事业单位开始进行第四次工资制度改革,建立符合事业单位特点、体现岗位绩效的收入分配制度。根据北京儿童医院工资套改中的数据资料,比较了专业技术人员、医院管理人员、工勤人员等几类人员在工资改革前后的工资增长变化情况以及“双肩挑”人员在岗位工资系列选择中的情况,并对此进行了统计分析。笔者提出几点建议:国家出台与工资改革配套的相关政策;由单位自身通过深化人事和分配制度改革予以解决。
In 2006, the public health institutions started to reform the fourth salary system and set up a revenue distribution system that is in line with the characteristics of public institutions and reflects the performance of posts. According to the data in Beijing Children’s Hospital, the changes of wage increase before and after the wage reform are compared with those of professional staff, hospital administrators and service workers, as well as the salary series selection of “double shoulders” staff In the situation, and conducted a statistical analysis. The author makes a few suggestions: The state has introduced relevant policies supporting wage reform; and the unit itself has resolved this through deepening the personnel and distribution system reform.
