民主问责性是公共行政和政治学的核心。本文通过分析问责性的三个主要要素:政治的公共服务、职业的公共服务和承包的公共服务,探讨了联邦公共服务的问责性问题。公共服务在过去25年里发生了改变,同样其运作的环境也在改变。公共服务现在是多重部分的综合,所以,管理它的问责体制也必须是某种比单个个体努力更有凝聚力、更大的总体。重新认识到为未来发现一个有效问责框架的挑战——符合所有三种公共服务的要素——对有效政府和参与性的公民责任来说,都有着根本性的重要意义。
Democratic accountability is the core of public administration and politics. This article examines the accountability of federal public services by analyzing the three main elements of accountability: political public service, professional public service, and contracted public service. Public services have changed over the past 25 years and the environment in which they operate is also changing. Public services are now multifaceted, so the accountability system that manages it must also be somehow more cohesive and larger than the individual efforts. Re-recognizing the challenge of finding an effective accountability framework for the future - a factor that meets all three public services - is fundamental to effective government and participatory citizenship.
