此间最新出版的《中国现代化报告二○○三》提出,未来五十年,中国现代化可分为城镇化、信息化、知识化三个阶段实施,逐步实现。 城镇化阶段为2000年至2010年,基本目标是:全国基本完成工业化和城镇化,沿海发达地区基本完成信息化和基本普及高等教育,民主化取得新进展,平均生活质量达到当时世界平均水平,基本实现第一次现代化,全国平均从第一次现代化的发展期进入成熟期,发达地区进入第二次现代化。
