We have seen that information and communication technologies are rapidly evolving and that society is moving in a knowledge-intensive, interdependent and international context. This has put tremendous pressure on both developed and developing countries in building a learning society that provides lifelong education for all as a basic human right. We recognize that in developing knowledge resources, transforming the traditional education system,
