The author believes that international financial law is a legal department that adjusts the international financial relations. The international financial contents that its object of adjustment makes to distinguish it from other branches of international economic law are self-contained. International financial law is the summation of the norms of international law and the norms of domestic law concerning international finance, which are embodied in the forms of international financial treaties, international financial conventions and foreign financial legislation. It is an organic whole consisting of the international banking system, the international monetary system, the international lending and guarantee system, the international settlement and trade financing system, the international securities financing system and the international financial organization system
