转型背景下存量规划的必然性——以深圳、苏州工业园区为例

随着我国东部沿海地区经济的快速发展,城市由快速扩张阶段逐渐进入调整转型时期,由增量规划为主的城市发展模式逐渐向存量规划转变。同时在“两型社会”的发展要求背景下,存量规划在城市发展过程中愈发呈现出其必然性和重要性。本文从发展运营及管理模式等方面,通过对近年来以存量规划为主要发展途径的深圳及苏州工业园区进行概述分析总结,论述存量规划对高速城镇化地区的发展倾向,并指出现阶段我国城市存量规划的发展困境与出路。 With the rapid economic development in the eastern coastal areas of our country, the city has gradually entered the period of adjustment and transformation from the rapid expansion stage, and the urban development mode dominated by incremental planning has gradually shifted to stock planning. At the same time, in the context of the development of “two-oriented society”, stock planning has become more and more inevitable and important in the process of urban development. This paper summarizes and summarizes the Shenzhen and Suzhou Industrial Parks, which are mainly developed through stock planning in recent years, from the aspects of development, operation and management mode, and discusses the development tendency of stock planning to the high-speed urbanization areas.
