卡特政府对台军售政策的出笼过程与美中建交谈判基本上是同步进行的。对台军售政策深受其国内政治结构和体制的牵制,《与台湾关系法》极大地限制了总统决策的活动空间,使得政策出笼变得更为复杂和难产。
The departure of the Carter administration from arms sales to Taiwan and the establishment of diplomatic relations between the two countries are basically in parallel. Its policy of arms sales to Taiwan is greatly hindered by its domestic political structure and system. The “Taiwan Relations Act” greatly limits the space for presidential decision-making and makes policy more complex and difficult to produce.
