在日本福利制度的发展过程中,社会经济企业一直是强化公共和社会一般公共利益服务的首要贡献者。在公民自愿参与条件下,社会经济组织和政府机构协同合作的欧洲模式是日本社会经济组织在公共政策领域发挥作用的理想模式。然而,在日本的公共政策领域,社会经济组织尚未成为能协助政府机构制定公共政策的角色,由于社会福利制度的独特性以及组织间协调的缺乏。本文将探讨日本社会经济组织在社会服务供给的公共政策下当前和未来定位的问题。
In the development of Japan’s welfare system, socio-economic enterprises have always been the primary contributors to strengthening public and social public interest services. Under the voluntary participation of citizens, the European model in which socio-economic organizations and government agencies collaborate with each other is an ideal model for Japan’s social and economic organizations to play a role in public policy. However, in the field of public policy in Japan, socio-economic organizations have not yet become able to assist government agencies in formulating public policies due to the uniqueness of the social welfare system and the lack of coordination among the organizations. This article examines the current and future positioning of Japanese socio-economic organizations under the public policy of social service provision.
