马林科夫在苏联共产党第十九次代表大会上所作的报告中说到目前世界经济状况的特点有两条发展路线。一条路线是苏联和各人民民主国家和平经济的不断发展。这种经济,既不遭遇危机,而其目的又是使社会的物质和文化的需要得到最大限度的满足。另一条路线是资本主义的经济路线,生产力既停滞不前,而资本主义总危机和经常反覆发生的经济危机又越来越深刻化。这是经济军事化和军事生产部门片面发展的路线。马林科夫接着列举一九二九—一九五一年苏联和各资本主义国家工业产量增加的数字,从这些数字中,可以看出,苏联在一九五一年的工业产量为一九二九年的百分之一千二百六十六,而美国在同一时期工业产量只增加了一倍,英国只增加了百分之六十,法国只增加了百分之四,意大利只增加了百分之三十四。
In his report at the 19th Congress of the Communist Party of the Soviet Union, Malenkov said that there are two development routes for the current characteristics of the world economy. Malenkov then cites the figures for the increase of industrial output in the Soviet Union and the capitalist countries in 1929-1951.
