中美生态补偿制度中,在补偿主体、补偿标准与程序、补偿立法与政策实践等诸多方面均存在巨大差异、差距。美国生态补偿制度对我国的启示与借鉴在于:应明确生态补偿和受偿的主体,科学设定补偿标准和方式,构建公开、透明、科学、合理的补偿程序,完善生态补偿立法体系,切实加大生态补偿法制宣传教育力度。
