为深入贯彻群众路线教育实践活动,晋江市人社局集中精干力量重点解决针对群众反映集中强烈的最后一公里问题。一是三举措解决社保卡“办卡难”问题。(一)梳理原因,逐一对症下药。对全市3540名参保对象未能制卡原因进行分析,归为参加新农合已制卡、异地已制卡、身份信息有误等三种类型,并逐一研究解决。(二)提前告知,优化制卡流程。规范窗口服务行为,严格执行办卡条件、流程、时限、所需材料等“一次性告知”制度,要求窗口人员办理业务前必须向参保单位和参保人员说明
