航标助航设施,大都分布在水上或沿海岛屿上,航标员其工作、生活艰苦程度不言而喻。由于航海保障设施所处地理位置的特殊性,从1982年开始,我国的航海保障体制随着几次大的调整,对我国海运事业的发展起到了举足轻重的作用。但随着改革开放和社会主义市场经济的发展,以及体制的多次调整,航标系统在业务建设特别是劳动用工制度等方面与航标事业的发展要求仍存在着较大的差距。为适应新时期航标事业的建设和发展和日趋完善的航运大市场的需要,从1996年开始,根据辖区内航标管理的实际需要,广东海事局广州航标区在劳动用工制度方面进行了初步的探索。

In order to meet the needs of the construction and development of the navigation beacon in the new era and the ever-improving shipping market, the pilot program of labor and employment of the Guangzhou Navigation Bureau of the Guangdong Maritime Safety Administration has been tentatively explored in 1996, in accordance with the actual needs of the navigation beacon administration in its jurisdiction. .
