本文指出,在当代中国,房地产业已经成为国民经济的重要组成部分,关系到国计民生,在国民经济结构中拥有着十分重要的地位。房地产业在快速发展的同时,也带动了相关产业的发展,加快了我国城市化的进程,但也带来了其它影响,其中,房价的快速上涨是关注度最高的一个问题。虽然我国政府出台了一系列政策进行调控,但是并没有有效的控制房价快速上涨的势头。对房地产业的调控走入了困境,而这个困境的核心问题就在于央地关系的失衡。在我国现行的体制下,央地双方偏好不同,缺乏有效的协作理念、沟通渠道和反馈机制,亟需法律和相关制度的改革进行系统而有效的规制。
This article points out that in contemporary China, the real estate industry has become an important part of the national economy and has a bearing on national economy and people’s livelihood. It has a very important position in the national economic structure. The rapid development of real estate at the same time, also led to the development of related industries, accelerated the process of urbanization in China, but also brought other effects, of which the rapid rise in housing prices is the highest degree of concern a problem. Although our government issued a series of policies to regulate, but did not effectively control the rapid rise in house prices momentum. The regulation of the real estate industry has come to a predicament, and the core problem of this predicament lies in the imbalance of the relations between central and local governments. Under the current system in our country, both central and local governments have different preferences, lack of effective coordination ideas, communication channels and feedback mechanisms, and urgently need systematic and effective regulation of the reform of laws and related systems.
