在抗日战争和解放战争中,有大量日本战犯、伪满战犯和国民党军战犯被俘。新中国成立初期,教育、改造和处理这批战犯的工作提到了人民政府的议事日程。可以说这是当时一项重要的、有中国特色的矫治社会工作。本刊约请解放前曾长期在周恩来身边工作、建国后曾任周总理办公室主任的童小鹏同志撰写有关周总理关心战犯改造和特赦人员的回忆文章,以表达对周总理的深切怀念。
During the War of Resistance Against Japan and the War of Liberation, a large number of Japanese war criminals, Puppet war criminals and Kuomintang militants were taken prisoner. In the early days of New China, the work of educating, reforming and handling these war criminals referred to the agenda of the people’s government. It can be said that this was an important social work with Chinese characteristics. The journal invites a long time before liberation to work around Zhou Enlai. After the founding of the People’s Republic, former Comrade Tong Xiaopeng, director of the office of Premier Zhou, wrote a memorable essay on Premier Zhou’s care for war criminals and amnesty prisoners, in order to express their deep memory of Premier Zhou.
