创新型异质性人力资本是企业可持续发展和国家竞争优势的支撑。全球价值链在高级生产要素、跨国公司治理、产业优化升级和国家竞争战略等方面的新变化,客观上对我国人力资本的演进提出了新要求。人力资本要素的内涵式演进会作用于全球价值链各个环节,价值链跃升的过程同时也是异质性人力资本不断向创新型异质性人力资本演进的过程。从人力资本异质性和内涵式演进视角看,可以选择以下途径提升我国全球价值链:整合国内资源禀赋,布局协调型价值链;加强跨国公司治理,打造独享型价值链;培育主导产业;攀升垂直型价值链;开展国际合作,共建区域型价值链。
Innovative heterogeneous human capital is the support of enterprises for sustainable development and national competitive advantage. The new changes of global value chain in the aspects of senior production factors, multinational governance, industrial optimization and upgrading and national competitive strategy objectively put forward new requirements for the evolution of human capital in our country. The connotative evolution of human capital elements will act on all aspects of the global value chain. The process of the value chain leaping is also the process of continuously transforming heterogeneous human capital into innovative heterogeneous human capital. From the perspective of the heterogeneity of human capital and the evolution of connotation, we can choose the following ways to enhance our global value chain: the integration of domestic resource endowments and the layout of coordinated value chains; strengthen the governance of multinational corporations and create an exclusive value chain; cultivate the leading industries; Climb the vertical type value chain; carry out international cooperation to build a regional value chain.
