余杭区在防御东苕溪“8·11”洪水过程中采取了非常规的爆破方法,取得了成功,也引起了国家防总和各界媒体的关注。通过对此次洪水的成因、过程的分析,提出了针对性的解决方法,主要还是运用非工程措施,更多地关注防汛制度、预案的完善落实,更大程度上强调人的主观能动因素,不断提高东苕溪流域的防洪防台能力。
Yuhang District adopted an unconventional blasting method in the defense of Dongbu River and the “8 · 11” flood and achieved success. It also aroused the concern of the national defense forces and media from all walks of life. Through the analysis of the cause and process of the flood, it puts forward a targeted solution, mainly using non-engineering measures, paying more attention to the flood control system and improving the implementation of the plan, to a greater extent emphasizing people’s subjective and dynamic factors, Constantly improve Dongtang River Basin flood prevention and control capabilities.
