科学界定电子治理的概念是研究电子治理及其相关问题的逻辑起点。通过文献分析厘清了电子治理与电子政务、政府治理之间的关系;从结构性分析和描述性解释两个视角对学界关于电子治理内涵的界定进行了梳理,对狭义上的电子治理概念作了更为宽泛和明确的定义;从演进发展和内容范畴两个维度对电子政务外延的划分进行了归纳,提出电子服务和电子民主是电子治理的核心组成部分。 The scientific definition of the concept of electronic governance is the logical starting point for the study of electronic governance and its related issues. Through the literature analysis, it clarifies the relationship between electronic governance and e-government and government governance.
