行政服务机构是政府通过有效整合职能,在一个集中的办公地点为公民、企业等提供政务信息、行政审批、便民服务等活动的组织形式。20世纪90年代中后期以来,作为我国地方政府自下而上探索的一项管理创新,受到社会的广泛关注和认可。在理论界和学术界,已有的研究主要围绕着行政服务机构出现的背景和成因、结构与运行机制、困境与存在问题、对策与发展方向等几个方面展开论述。本文在回顾地方行政服务机构文献研究的基础上,对当前的研究现状作出评价并指出进一步研究的方向,以期推动该领域的知识积累和增长。
Administrative service agencies are the organizational forms for the government to provide government information, administrative examination and approval, and convenient services to citizens and enterprises in a concentrated office through effective integration of functions. Since the middle and later of the 1990s, as a management innovation explored by our local government from bottom to top, it has received wide attention and recognition from the society. In theory and academia, the existing researches mainly focus on the background and cause, the structure and operation mechanism, the problems and problems, the countermeasures and the development direction of the administrative service agencies. Based on the literature review of local administrative service agencies, this paper evaluates the current research status and points out the direction of further research in order to promote knowledge accumulation and growth in this field.
