One of the hull clause of PICC presents that two sPecial circumstances are regarded as general average situations: the first isthat the ship and cargo belongs to a common owner lsecond,the vessel is in ballast and therefore contributing interest. The article holds that the first circumstance is mispresented in the policy and the meaning function of the ballast voyage. In the end,the author suggests that the clause be separated in two.
