Sampling surveys have a wide range of uses in health care. One of the keys to survey design is to determine the sample size of the sample. The Cochran WG used common two-stage sampling to find the sample size calculation formula that minimizes the sampling error in the special case where each group size (the number of individuals included in each group) is equal. However, in the actual sampling survey, the size of each group is generally not equal, and it is more common to require the sampling error to be limited so that the investigation cost is the lowest. In this paper, for the two-stage sampling, in the general case where the sizes of the groups are not equal, the defined sampling error is obtained.
