中华人民共和国科学技术发展一直具有重大的国际意义。这主要有两个原因:第一,蕴藏于中国人民中的科学技术创造力的解放,极大地丰富了世界科学技术的知识宝库。第二,1949年以来,中国在科技政策上的具体做法,为世界各国如何促进知识增长和技术创新提供了经验教训,对科技政策感兴趣的决策者、科学家和学者,都可以从这种成功和失败的经验教训中学到许多东西。当科学试图为了社会的变革而研究与创新时,各种具体科学政策也就成了社会政冶和经济力量的产物。一、科技政策的作用政策的制定一般是国家,因而科技政策被理解为是影响投资、体制结构、创造力和科学研究的国家决策。虽然科学政策不是对科学创新的具体计划,但它却能够起到为研究和创新营造有利环境的作用。从这种意义上说,政策就是一种减少盲目性的工具。二、当代世界研究的显著特征当代世界研究的一个显著特征就是科学技术的创造
The development of science and technology in the People's Republic of China has always had great international significance. There are two main reasons for this: First, the emancipation of the creativity in science and technology that is contained in the Chinese people has greatly enriched the world's knowledge base of science and technology.
