由于特种设备数量和种类繁多,同时近十来年每年新增数量以15％～20％的速度增加,全国许多质量技术监督管理局(以下简称“质监局”)存在监管人员的增加不能满足特种设备公共安全监管的工作要求,存在较大的人机不匹配矛盾.湖南省长沙市截至2017年底在用特种设备1.1万台(不包含气瓶),使用单位1823家,设备使用单位数量和设备总数量均排全省首位,随着长沙市政府特种设备行政审批权限下放,长沙市特种设备安全监管事务急剧增加,目前在岗特种设备安全监察员仅5名,亟需特检机构的技术力量支持,以协助质监局开展监管工作.
