2017 China Textile Go Global Conference, themed on “Rooted in China Eyes on the World”, was convened in Nanjing, Jiangsu Province on September 7th. The conference was sponsored by China National Textile and Apparel Council, and co-organized by CCPIT TEX, China Textile Go Global Union, Jiangsu Economic and Information Technology Commission, and Jiangsu Textile Industry Association.
The conference invited not only the leadership from relevant departments of the the Central Government and China National Textile and Apparel Council but also guests from abroad, including Tadesse Haile, Ethiopian State Minister and Special Adviser to Prime Minister, Bogale Feleke, Ethiopian State Minister for Industry, Fitsum Arega, Director General of the Ethiopian Investment Commission of Ethiopia Government, and Mark Hamer, Director of International Business Development, Economic Development Committee, Arkansas, USA.
In addition, the conference also welcomed the Consul Generals and Business Counselors of Cambodian, Bangladeshi, Sri Lanka, and Ethiopian Embassy in China or Consulate General in Shanghai, as well as the backbone enterprises of the textile industry, overseas investment institutions, industry organizations and other representatives. The attendees made in-depth discussion and exchange of optimistic interaction between the industry’s domestic transformation and upgrading and the overseas global layout under the Belt and Road Initiative.
How to achieve interactive development through internal and external layout?
In face of both opportunities and challenges when China’s economic development came into a stage of the New Normal, how does China’s textile industry achieve interactive development through internal and external layout? How does China textile go global combine with the textile power construction during the 13th Five-Year Program period?
Wang Zhizhong, Deputy Secretary-General of Jiangsu Provincial People’s Government, said in his speech, in recent years, the textile enterprises in Jiangsu province have quickened the pace to go global, with the total amount of outward investment ranked in the forefront of the provinces and cities all over the country. More over, it has witnessed many changes including from “small step” to “stride”, from “products for export” to “investment guide”, and from “ODM output” to “brand output”, gaining a certain amount of actual experiences internationally. In the new stage of development, a new round of going global in the textile industry is not just a simple transfer of production capacity, but, more importantly, going global incrementally, requiring a new upgrade in equipment, technology, market, etc., which needs the government, enterprises, and industry organizations to work together to achieve effective going global of the industry.
As a crucial part of the conference, Gao Yanmin, Director of Consumer Goods Division of Ministry of Industry and Information Technology of the People’s Republic of China, and Chen Zhong, Director of Foreign Investment and Economic Cooperation Department of Ministry of Commerce of the People’s Republic of China, respectively, made authoritative interpretation on “Consideration of the Interactive Layout of Textile Industry at Home and Abroad” and“China’s Foreign Investment Cooperation and Recent Hot Issues”.
Gao Yanmin pointed out that it is essential for the textile industry to go global, and the practical experience of outward investment and layout of investment is of great value. For the next step, the Ministry of Industry and Information Technology will give timely introduction of guidance and increase investment in resources to strengthen the basic research of going global in order to improve the public service of the industry.
Based on the Belt and Road Initiative, it is required to better use both domestic and overseas markets and resources to actively guide the dominant enterprises to integrate global resources and strengthen international cooperation, so as for the formation of multinational corporations with competitive advantages. Meanwhile, the leading enterprises are encouraged to conduct cross-border distribution of raw materials production and processing, construction of cotton, wool, chemical fiber and other raw materials base.
For the textile industry to participate in the Belt and Road construction, Chen Zhong advised textile enterprises to develop realistic goals, establish international management mechanism, strengthen corporate culture, accelerate the integration with local society, and do a good job in risk prevention.
Gao Yong, Party Secretary and Secretary General of China National Textile and Apparel Council, made a keynote speech, pointing out that the international layout of textile industry will focus on the following aspects: one is to adhere to both positive and secure international layout principles, and the other is to fully release the international layout to support the construction of a textile power. The international layout of the textile industry can play a strong supporting role in the construction of a textile power, and have a positive interaction with the industry in the domestic transformation and upgrading. China’s textile industry can achieve cross-border integration of the industrial chain through the international layout, to improve the status of the industry’s global value chain to cultivate a group of Chinese-based transnational manufacturing enterprises and fashion groups, while driving a lot of developing countries to achieve win-win development. As the representative of collective interests of China’s textile industry, China National Textile and Apparel Council will, as always, actively encourage and fully support the Chinese textile backbone enterprises in the global layout, helping grow a number of Chinese textile multinational enterprises.
How to explore the way in the future?
At present, as the protagonist to go global, what results have Chinese textile enterprises seen in the layout? How about the way in the future as well as thinking and decision-making?
Tadesse Haile demonstrated Ethiopia’s superior investment environment and the broad space for textile industry from various aspects, including policy, politics, economy, land, resources, manpower, taxation and trade, providing the present Chinese textile enterprises with new idea to open overseas market.
Mark Hamer gave a detailed account of the geographical advantages and investment environment of Arkansas, and enumerated typical cases of cooperation with Chinese enterprises in recent years, as well as the achievements in local economic growth promo- tion and job creation. He also made in-depth analysis of other issues concerned. It is expected that the Chinese enterprises that intend to expand their business and invest and set up factories in the United States could have a better understanding of Arkansas.
Pang Guanglian, Deputy General Secretary of China Petroleum and Chemical Industry Federation talked about the chemical industry international production cooperation and international cooperation and innovation.
Tang Xinhong, Chairman of Jiangsu Tianyuan Garment Co., Ltd., shared its experience to enter the United States in terms of the intelligent manufacturing of garment. Its highly intelligent production line combined with Chinese wisdom has made it true to do manufacturing in the United States, not only achieving key breakthroughs through cooperation with the top research institute Softwear but also ensuring competitive advantages by creating different products based on various combinations.
Kang Yihua, President of Jiangsu Ever-Glory International Group Corporation, talked about the Group’s international strategy, expressing that on the one hand, going global can avoid trade barriers and reduce production costs; on the other hand, the enterprise’s marketing network, logistics channels and R&D centers are built in the international market for product sales, effectively integrating the international and domestic markets through the optimal resource allocation of various sections such as production, research and development, logistics, and marketing. Wang Qiang, President of Ruyi Holding Group Co., Ltd. & CEO of Ruyi Technology Group Co., Ltd., said in his speech that within the recent three years, Ruyi has gathered development energy focusing on technology, high-end, brand, and international, and also implemented transformation and upgrading and created intelligent manufacturing of the whole industrial chain based on the Belt and Road Initiative. Over the past three years, Ruyi witnessed accelerated international production cooperation through layout along the Belt and Road, and implemented intelligent manufacturing of the whole industrial chain as well as transformation and upgrading, and green development, in order to accelerate the brand strategy and internationalization process.
Xu Yingxin, Vice President of China National Textile and Apparel Council, made a concluding statement on the conference, pointing out that: “This conference is a gathering of wisdom and consensus. We fully understand the positive and firm state fundamental policy to the international layout of the industry, and we firmly believe that China is the foundation of the whole industry that we must adhere to; meanwhile, we must see that the study and grasp of the Belt and Road opportunities and the active communication and cooperation with the global high-quality industrial resources are important support for the industry’s further transformation and upgrading as well as construction of a textile power. Today, with the increasingly improved economic development, policies and regulations, and infrastructures in the overseas areas, especially the nations and regions along the Belt and Road, plus the already established overseas layout of textile enterprises who had gone global in the earlier stage, China’s textile industry has been enjoying more smooth activities in going global process.
