农民工欠薪,原因是多方面的,有的是由于建设单位建设资金不到位,有的是因为施工单位没有按合同支付劳务公司工程款,更重要的是因为劳务公司用工不规范、管理不善、自身能力不足导致不能按时足额向农民工支付。要彻底解决这一问题,应该将“解决拖欠农民工工资问题”纳入法治轨道。加强农民工劳务用工管理,使“欠薪”管理常态化。以《劳动合同法》为依据,建立和完善农民工劳动合同签订、工资支付等各环节的管理和监督机制,
