食品安全是关系国计民生的重大问题,近年来层出不穷的食品安全事件暴露出我国在食品安全监管方面存在不足。而食品安全监管体制不协调、处罚机制不完善、食品召回制度存在漏洞、公众参与机制滞后是主要原因。因此,建立和完善我国食品安全监督管理法律制度,对保障人民的生命健康、建设法治国家、促进社会和谐都有重要的理论和现实意义。
Food safety is a major issue concerning the national economy and people’s livelihood. In recent years, an endless stream of food safety incidents have exposed our country’s lack of food safety supervision. However, the uncoordinated food safety regulatory system, the imperfect punishment mechanism, the loopholes in the food recall system and the lagging public participation mechanism are the main reasons. Therefore, establishing and perfecting the legal system of food safety supervision and administration in our country has important theoretical and practical meanings to guarantee people’s life and health, build a country governed by law and promote social harmony.
