安全管理要科学地应用因果规律做好生产领域的伤亡事故预防。图3所示的五个步骤是密切联系的。第一阶段是组织管理功能第二阶段是把事故事实进行分类和记录;第三阶段是分析原因;第四阶段是根据原因提出应采取的补救措施;第五阶段是执行与检查。这五个步骤主要是解决事后追查型问题,以便防止同类事故重复发生。这五个步骤均以安全科学知识、组织管理能力及基本态度和观点为基础。安全工作成功与否,主要看对下列各步有无良好的管理和丰富的知识。第一步,建立安全组织。建立和健全安全专职机构,设立安全专职干部,有安全工作计划,在企业领导主持下
The safety management should scientifically apply the law of causality to prevent casualty accidents in the field of production. The five steps shown in Figure 3 are closely linked. The first stage is the second stage of organization and management function is to classify and record the facts of the accident; the third stage is to analyze the reasons; the fourth stage is based on the reasons for the proposed remedial measures; the fifth stage is the implementation and inspection. These five steps are mainly to solve the problem of tracking the type in order to prevent the recurrence of similar incidents.
