鉴于现实中完全竞争市场的不存在性,帕累托最优状态难以实现,所以完全依靠市场难以实现资源有效配置,这就需要政府财政干预。本文首先回顾市场失灵的定义及其表现,后就财政政策在改善市场失灵中的作用予以论述,指出财政政策的优势。 In view of the reality of perfectly competitive market is not exist, Pareto optimal state is difficult to achieve, so completely rely on the market is difficult to achieve efficient allocation of resources, which requires government financial intervention.
