:本文通过对个案村的描述与分析 ,指出贫困山区的流动人口在挣脱土地和乡土规则的束缚之后 ,并未融入新的生活秩序之中 ,反而在异地处于边缘性的境地。这种无序的经历内化在他们的思想和行为中 ,铸建成反秩序的行为“规则”。当他们回流后 ,这种“规则”进入乡村 ,冲击原有的规则体系。而目前的村级治理对此束手无策 ,从而导致村治秩序的震荡。笔者最后指出 ,只有将外出务工带来的利益期望内部化 ,将人口流动制度化、规范化 ,才能实现村治秩序的重构
Through the description and analysis of individual case villages, this article points out that the floating population in impoverished mountainous areas have not been integrated into the new life order after being freed from the rules of the land and the local rules. Instead, they are marginalized in different places. This disorderly experience is internalized in their minds and actions as “rules” of the act of anti-order. When they returned, the “rules” entered the village and hit the original rules system. At present, the village-level management can not do anything about it, resulting in the shock of order in the village. Finally, the author points out that only through the internalization of interest expectation brought by migrant workers and the institutionalization and standardization of population migration can the reconstruction of village governance be achieved.
