经济欠发达地区由于经济基础薄弱、组织管理落后等原因,在推行现代企业制度过程中,有其独特难点,主要表现在: 第一,思想不解放,怕字当头。一些主管部门怕失权,认为,搞了股份制,政企分开,产权明确了,财务公开了,自己管不到企业了;误把“还权”当“失控”。一些企业领导认为搞股份制,成立董事会、监事会,是对他们的束缚,不如厂长负责制。还有人认为,企业效益还可以,职工工资发得出,何必再搞股份制,还是保险一点好。 第二,产权难界定,关系不明。经济欠发达地区企业在资产构成上很复杂,有对官僚资本没
The economically underdeveloped regions have unique difficulties in the implementation of the modern enterprise system because of weak economic foundations, backward management of organizations, and other reasons. The main manifestations are: First, the ideology is not liberated and it is feared that the word is in the head. Some authorities are afraid of losing their rights. They believe that when they engage in a joint-stock system, the government and the enterprise are separated, the property rights are clarified, the finances are open, and enterprises cannot be controlled by themselves; mistakenly revoking “backing up” is “out of control”. Some business leaders believe that the establishment of a joint-stock system and the establishment of a board of directors and a board of supervisors are a shackles to them and are not as good as the responsibility of the factory manager. Others believe that corporate benefits can still be achieved, and the wages of employees can be calculated. Therefore, it is better to have a stock system or insurance. Second, property rights are difficult to define and the relationship is not clear. Enterprises in economically underdeveloped regions are complex in asset composition and have no capital to the bureaucrats.
