八十年代的黄土高原上,活跃着一个人才自由组合、知识结构合理、办事程序优化、成果裴然可观的业余写作群体。他们一无固定办公之地,二无专职脱产人员,三无挂靠编制单位,四无可靠经费来源,可以说是一个说有的确有,说无的却也无的形散神不散的文化沙龙。他们时有聚会,无暇清谈喝咖啡,一门心思要编几本社会实用的图书,把自己工作之余的时间、精力和知识,把自己在工作岗位上还没有用完的光和热,贡献出来,化零为整,积少成多,为出版工作干几件实事,为读者提供一类有益的精神食粮。这就是把他们集合起来的凝聚点和号召力。这个业余写作群体的成员由五十余人组成,主要来自山西省的新闻、出版、教育、社科、宣传、文艺界和党政部门,其中有省政协秘书长、大学副校长、省党报副主编、省委办公厅主任、省体委任、省广播电视厅党组成员、市委宣传部副部长等,工作在第一线的党政领导干部就有22人之多。副教授,副研究员、副编审、主任记者和主任编辑以上高级职称的有29人,占全体成员的百
