目前,在城乡统筹发展的大背景下,劳动力流动频繁,随着覆盖面不断扩大,养老保险关系转移问题日益突出。今年1月开始实施的《城镇企业职工基本养老保险关系转移接续办法》(以下简称“转移办法”)规定,转移个人账户资金和1998年以来单位缴费基数的12%,旨在解决制度内的跨省转移问题,尤其是农民工的参保问题。但非农民工的异地流动,尤其是养老保险制度实施前就已参加工作的职工(即“中人”)视同缴费养老权益转移难的问题仍然存在。
