为了适应全面建设小康社会和建设社会主义政治文明的迫切需要,推动依法治国、建设社会主义法治国家的历史进程,国务院于2004年3月颁布了《全面推进依法行政实施纲要》(以下简称《纲要》),系统规划了我国依法行政的实施蓝图,明确提出了建设法治政府的宏伟目标。一、《纲要》的重大意义《纲要》的颁布和实施,是我国社会主义法制建设中的一件大事。《纲要》集中体现了新一届政府的施政目标、施政理念和施政规剧,全面确立了我国未来10年推进依法行政、建设法治政府的行动纲领,继往开来,意义重大。
