本文以兴仁县区域为样本对被召回培训的干部和在现职非主要领导以及主要领导进行问卷调查,及各单位不胜任现职被召回干部的产生方式进行探讨,如何产生?且与多个单位的干部进行访谈,作者本人在对召回集中培训中感受和收集到的一些干部反应情况。以“鲶鱼效应”区域内部理论和“兵熊熊一个,将熊熊一窝”区域外部理论等二理认为理论支撑。提出不胜任现职的干部召回重点应集中放在各个单位的主要领导上;召回应分级别、分类别;应组建能力及思想提升的专业机
This article takes XingRenXian area as a sample to conduct a survey on the cadres who have been recalled, the non-major leaders and the main leaders in the current job, and how the incumbency of each unit can be recalled. Of the cadres interviewed, the author himself in the recall of centralized training experience and collected some cadre response.
