在社会生活中,有三种行为是最令人难忘、而又令人费解的。这就是“管理”、“领导”和“行政”。从语义学上讲,管理(Management)、领导(Leadship)和行政(Administration),三者是有相当明显的区别的。所谓“管理”,乃是对人、财,物等资源的程序性操作。所谓“领导”,则是对人的引导(或非程序性操作)。而“行政”则具有两者的属性,它既包括管理特征,又有领导特征。它在执法上,把人格异化为“法人”,但是它在处理人际关系时,又把人当成活生生的人,进行谆谆诱导。因此,行政乃是管理和领导的中介。
