义乌作为全球最大的小商品集散中心,发展的每一步都与国家的改革政策紧密相连。随着义乌市人口的增加和城市建设的加快,“远看大义乌,近看‘四层半’”这句戏语折射出义乌“半城市化”发展的窘境。“四层半”是指楼上房屋住人,楼下房屋出租或用作厂房、仓库的现象,市民居住环境差,生活品质无法提高,造成了城市功能混乱,城市形象也大受影响。
