近年来,国家实行积极的财政政策以拉动经济增长,加大了包括水利在内的基础设施建设的投入。但是必须看到,这是在我国经济发展需求不足情况下进行宏观调控的结果,也是’98大水后痛定思痛、灾后重建的必然。今后积极财政政策能维持多久或可能发生什么变化,特别是在我国社会主义市场经济体制不断完善的过程中,如何保证水利建设资金的长期稳定的投入,应提前加以研究。 水利不仅是农业的命脉,也是整个国民经济和社会发展的基础设施和基础产业。研究与制定水利投资政策,必须放到整个社会与国民经济发展大环境中去考虑。
In recent years, the state has adopted proactive fiscal policies to boost economic growth and increased investment in infrastructure construction including water conservancy. However, we must realize that this is the result of macroeconomic regulation and control under the conditions of the lack of economic development in our country. It is also an inevitable result of the post-disaster reconstruction after the 1998 floods. How can the proactive fiscal policy be maintained in the future or what changes may occur in the future? Especially in the continuous improvement of China’s socialist market economic system, how to ensure long-term and stable investment in water conservancy construction funds should be studied in advance. Water conservancy is not only the lifeblood of agriculture but also the infrastructure and basic industries of the entire national economy and social development. To study and formulate water investment policies must be considered in the overall social and national economic development environment.
