1标准编制背景及重点难点问题1.1标准编制背景目前我国大多既有建筑又非节能建筑,特别是公共建筑,每年消耗了大量能源。目前既有公共建筑面积约45亿平方米,为城镇建筑面积的27%,占城乡房屋建筑总面积的10.7%,但据测算分析,公共建筑能耗约占建筑总能耗的20%。相对于居住建筑,公共建筑,特别是大型公共建筑具有能耗高的特点,其单位电耗可达居住建筑的7.5~1.5倍,
