ALP计划是国际图联于1983年提出的发展第三世界图书馆事业计划。1984年内罗毕大会上正式开始实施。这个计划的宗旨是促进发展中国家的图书馆与信息服务的逐步改进,使它们在国家发展中发挥积极作用。其任务主要包括对图书馆工作人员的培训和继续教育,促进为公众服务的图书馆,重点满足乡村与城市边缘地区的需要,并鼓励图书馆进一步参与扫盲工作。 国际图联的地区活动部在这一领域已开展了多年的活动,该部的协调委员会的各组代表是ALP计划的顾问委员会成员。在塞内加尔的达喀尔、泰国的曼谷、巴西的圣保罗各设一个办公室,以支持、促进ALP计划的实现。
The ALP program was developed by IFLA in 1983 to develop the Third World Library Business Plan. 1984 Nairobi Assembly officially began. The purpose of this program is to promote gradual improvement of libraries and information services in developing countries so that they can play an active role in the development of the country. Its main tasks include training and continuing education for library staff, promoting public service libraries, focusing on the needs of rural and urban fringe areas and encouraging greater participation of libraries in literacy efforts. IFLA’s Department for Regional Activities has been active in this area for many years, and its representatives from various groups are members of the ALP’s advisory board. An office is located in Dakar, Senegal, Bangkok, Thailand and São Paulo, Brazil to support and facilitate the implementation of the ALP program.
